I think my Crispy Fern has mealy bugs, I don't see anything moving but I have a few tiny things that look like the dreaded cotton. It is only in the very center of the plant where new leaves grow. I don't have any rubbing alcohol, but I do have Dawn, vinegar and ...... Ideally I would like to use something that I already have. Any tips would be great. Thanks. Picture from online.

I use neem oil spray on my indoor plants, it's organic and does a good job on everything but scale and leaf miners..
